According to the project plan, a contractor is scheduled to deliver some software components at the end of the day. A regular payment is due to be made to this contractor tomorrow.The project team received a note this morning informing them that the software delivery will be delayed by 2 weeks.This morning, the project team received a note that the software will be delayed by 2 weeks. How should the project management team react?
A. The project management team should delay payment for 2 wee
B. The project management team must immediately find a different co
C. The project management team should conduct a meeting with the contractor to resolve the delivery issues before making the payment.
D. The project management team should make the payment and reschedule the project plan

One thing to keep in mind is that you should never assume anything more than what's provided in the test question.
A - this is not appropriate since there's no reason to believe the contract terms said they shouldn't be paid. in fact the question said "..per the project plan" not the contract.
B - this is not the correct answer for the same reason. Why should we get rid of this contractor? What has he done? It's ASSUMED that he is at fault but that's not 100% clear. In fact, the question is am Execution question and not a Monitoring and Controlling Process Group question. So any 'Control Procurements' activity would be done later, not here.
D - not the right answer as it's similar to my response for A. I teach PM and often tell students that "Good PMs explore all options before choosing any". So we need to dig into this more to find out what happened, what went wrong, what's the implication, etc.
Which is why C is the correct answer.
