Placeholders Tab Cannot connect Picker's data source and delegate

Working with latest Xcode 4.2.1. On page 71 of book my IDE does not have the "Placeholders" tab and "File's Owner" displayed. I cannot find anyplace to place the line extending from Outlets->dataSource. I want to know how to get the Placeholders->File's Owner to show up. Thanks.
