Help With Rss Coding On Website

I have a website in which I want to add a section for an RSS Feed or Blog area. I want to add the section to the right side of my webpage. I am still pretty new with coding so I really need some help.
Where would I insert the new code? In the index.html? settings.xml?

Any help or support would be greatly appreciated as I am lost.
