Can Javascript Write To The User Harddrive Or Not? The Book Contradicts Itself.

I've only reached chapter 3, but in the previous chapters there is a statement saying that Javascript cannot write to the users harddrive.

However, in Chapter 3 it states that Javascript can store data using cookies.

Which is it, can it store data or not?
