In example 3-12 you use this:

"l F jS Y", $timestamp

but you never fully explain what's going on there... meaning, what do those letters stand for and what is their function?

He said it's the function date(). A quick search for "php date" brought this info as the first result: http://php.net/manua...nction.date.php

The important thing here is that, that example is an example of a function. The point was to show how a function is created. It's a real, working example. It uses a PHP function called date(). But the purpose of that example, in that chapter, had nothing to do with the actual function date(). So it's understandable that he didn't explain how to use it.
